When is remote help enough?
For software faults, malware removal, configuration, and email or network problems, almost always. Hardware replacement, recovering data from a damaged drive, and anything needing physical access to the machine is on-site work. Remote is cheaper and faster because there is no call-out in it.
What do the line items mean if I do not understand the work?
Ask for one sentence beside each item saying what it solves and what happens if it is left out. Anyone who cannot explain that simply either does not understand it or does not want you to. For a website, ask separately who will own the hosting, the domain and the source code.
How do I know I am working with someone good?
They ask questions before quoting a price, and they document. If the handover includes passwords, access and a short note of what lives where, the next person can pick it up. If it does not, your system is tied to one individual.
